Abstract
Purpose
The purpose of this paper is to describe the methodology used in the 2004 user survey of the International Bibliography of the Social Sciences (IBSS).
Design/methodology/approach
An online survey of users of the IBSS was combined with hands‐on sessions with novice users of the system at three UK universities. The online survey was a structured questionnaire aimed at experienced users, whilst the hands‐on sessions sought more qualitative data on the novice users' reported and observed use of the IBSS.
Findings
In addition to data specific to each part of the study, the findings from the online survey and hands‐on survey showed some convergence, strengthening the value of the overall results. In particular, the demand for full text links and the advantage of some user training were features of both parts of the study.
Originality/value
This was neither an in‐house survey nor an academic investigation, but a project undertaken for a client, and thus subject to the client's specifications and a strict time‐scale. The request for hands‐on sessions in addition to the usual online survey required design of an instrument which could elicit the maximum amount of data within the time available (about two hours at each institution).

Purpose
The purpose of this paper is to describe the first phase of the SCONUL Value and Impact Programme (VAMP), carried out in 2006.
Design/methodology/approach
This paper is a critical review of some of the major tools and methodologies available to measure the value and impact of, particularly academic, libraries, was supplemented by a survey of SCONUL members to ascertain the state of current practice in the UK.
Findings
The findings in the paper were synthesised by gap analysis, which found that, although there were some gaps in overall provision, a greater problem was a lack of knowledge and understanding of the tools available, and how they could be applied to demonstrate value and impact.
Originality/value
This paper is a brief description of follow‐up activity and the resulting SCONUL Performance Portal is given.

The purpose of this paper is to implement and enhance the citation linker that enables users to search articles, journals, and books with minimal but sufficient citation metadata.
Design/methodology/approach
The research work was mainly based on experimental results with a large amount of specific articles, journals, books, and eBooks. Further Ex Libris was consulted during the implementation process.
Findings
The paper found ways to implement and enhance the citation linker that facilitates citation search with minimal but sufficient citation metadata. Different methods to search papers and books were identified and possible future endeavors to enhance the citation linker by Ex Libris were also suggested.
Originality/value
The paper elaborates how to implement and enhance the citation linker that facilitates citation search with minimal but sufficient citation metadata. The author did not find any research work specifically focused on configurations of the citation linker and their effects on search results for users, so the implementation experience presented in this paper should be singularly instructive for libraries implementing their citation linkers.

Looks at the 2000 Employment Research Unit Annual Conference held at the University of Cardiff in Wales on 6/7 September 2000. Spotlights the 76 or so presentations within and shows that these are in many, differing, areas across management research from: retail finance; precarious jobs and decisions; methodological lessons from feminism; call centre experience and disability discrimination. These and all points east and west are covered and laid out in a simple, abstract style, including, where applicable, references, endnotes and bibliography in an easy‐to‐follow manner. Summarizes each paper and also gives conclusions where needed, in a comfortable modern format.

Abstract
Purpose
The purpose of this paper was to determine whether luxury hotel managers and customers have the same understanding of service quality and satisfaction and whether there is a disparity between services offered by luxury hotels and the way customers actually experience them.
Design/methodology/approach
This paper used interviews with managers and guests of 5-Star hotels in Taiwan and qualitative analysis to understand definitions and perceptions of luxury, service quality and satisfaction.
Findings
The major findings of the study were that: there were no fundamental disconnects in the respective understandings of managers and guests; however, the two groups used different language to describe luxury, service quality and satisfaction; the managers evaluated satisfaction in terms of services provided, but the guests conceptualized satisfaction in terms of value received for the price of lodging; and luxury, service quality and satisfaction were closely related in the minds of the managers and guests and were not independent constructs.
Research limitations/implications
Recommendations are made based on marketing communications theory, that is all factors identified in this study can be considered to be part of the brand identity of the hotel; local culture can introduce variables that may be outside the scope of international standards; and information on local expectations and preferences can inform advertising and public relations efforts of the hotel.
Originality/value
This study is significant because little research into luxury hotel customer satisfaction has been done using qualitative methodology, which provides a richer understanding of the experiences of the participants than can quantitative design.

Abstract
This paper analyzes the impact of economic downturns on the revenue and expense sides of city financing for the period 2003 to 2009 using a convenience sample of the audited end of year financial reports for thirty midsized US cities. The analysis focuses on whether and how quickly and how extensively revenue and spending directions from past years are altered by recessions. A seven year series of Comprehensive Annual Financial Report (CAFR) data serves to explore whether citiesʼ revenues and spending, especially the traditional property tax and core functions such as public safety and infrastructure withstood the brief 2001 and the persistent 2007 recessions? The findings point to consumption (spending) over stability (revenue minus expense) for the recession of 2007, particularly in 2008 and 2009.

Abstract
This chapter examines the range of possible effects of ethics laws enacted by state legislatures. One objective of ethics law, to reduce corruption, cannot be demonstrated. Other objectives, to placate the media, defend against partisan attack, and permit the legislature to move on, have mixed results, while a final objective, to restore public confidence, is not achieved. Nevertheless, ethics law does affect the process, by somewhat discouraging legislator recruitment and retention, by raising the consciousness of legislators, and by changing the cultures of state capitals.
